By-Elections Called

Earlier today, I received an order from the Lieutenant Governor in Council instructing me to issue writs of election to our returning officers in the Constituencies of Lumsden-Morse, Regina Coronation Park, and Regina Walsh Acres. By-election day and the final day of voting will be Thursday, August 10, 2023. 

An election calendar listing key dates is attached.

As always, I ask that you share all of the information, attachments and reminders found in these By-Election Communiques with your candidates, their financial agents and their campaign teams.

Returning office hours for these by-elections are shown below. An exception will be made for any day that has in-person voting – on those days, the returning office will be open for all hours that voting is taking place.

Monday, Tuesday, Friday – 9 a.m. to 6 p.m.
Wednesday, Thursday – 10 a.m. to 7 p.m.
Saturday – 9 a.m. to 2 p.m.
Sunday – Closed
Saskatchewan Day (August 7) – Closed

Accessing Data

During these by-elections, select voting locations in each constituency will be equipped with both electronic poll books and vote counting equipment. Using laptop computers to process voters makes it possible for Elections Saskatchewan to share strike off data with you via an SFTP site. Information about voters who have applied to vote by mail and by homebound voting will also be available through the SFTP site.

Nomination Deadline

As shown on the election calendar, the nomination deadline is 2 p.m. on Tuesday, July 25.

Our legislation does not allow the Chief Electoral Officer to provide for an extension of the nomination deadline so please ensure that your candidates are aware of this important deadline.

Update to Register of Political Parties – Section 226

Section 226 of The Election Act, 1996 required registered political parties to update (or to confirm) the information found in the register of political parties within ten days of the writs of election being issued. This deadline for these three by-elections is Monday, July 24 and is marked on the attached election calendar.

Your leader or chief official agent is also required to inform the Chief Electoral Officer as to how they wish the name of the party or its abbreviation (or both) to appear on the ballot and other election documents. This notice can be completed using the E-515 Confirmation of Party Details/Designation of Representatives for an Election Period form, which is attached and can also be found on our website here

This is also an opportunity for your party leader to designate a representative to endorse candidates for the by-election if they wish to do so. Preliminary List of Voters
