Background

Elections Saskatchewan (ESK) is the province’s nonpartisan election management body and an independent office of the Legislative Assembly of Saskatchewan. ESK directs and supervises the administration of provincial electoral events, including the 2024 provincial election.

Position Summary

The Financial Compliance Team Lead will hire, train and supervise a team of financial support staff who will provide guidance and support to returning officers in 61 constituencies before and during the election. Support and assistance for returning officers will be provided in the areas of accounts payable, purchasing and payroll. After the election, this position and the finance support staff team members will transition to electoral finance and will be responsible for reviewing election expense returns for candidates and parties for completeness, accuracy and compliance with both
legislation and policy.

Key Responsibilities

Under the direction of the Director of Finance:

  • Hires, trains, supervises, and directs the work of the Financial Compliance Support Team.
  • Supports returning office staff in ensuring payments are made in a timely manner and comply with financial policy and legislation.
  • Assists in the preparation and development of forms, guides, manuals and presentations related to electoral finance matters.
  • Provides direction to candidate financial agents with respect to completing the candidate election expense return.
  • Reviews candidate and party election expense returns for completeness, accuracy and compliance with legislation.
  • Acts as the first point of escalation for the Financial Compliance Support Team for inquiries on financial and payroll administration.
  • Identifies and escalates situations requiring urgent attention.
  • Liaises with Director of Finance to ensure resolutions and recommendations comply with legislation and policies.

Position

Term position, beginning immediately and terminating in September 2025. The 30th General Election is scheduled for October 28, 2024.

Required Education, Knowledge, Qualifications and Experience

Typically, the knowledge, skills and abilities required for this position are obtained through completion of post‐secondary degree, certificate, or diploma in finance or accounting or five plus years of relevant experience.

In addition, the successful candidate will have:

  • Working knowledge of accounting and payroll procedures and systems. Previous experience conducting audit or review engagements is an asset.
  • Demonstrated knowledge and skill in the use of computer programs including in-depth knowledge of word processing, spreadsheet, presentation, email, and related office administration software.
  • Ability to work effectively under deadlines while maintaining a high degree of accuracy.
  • Ability to be flexible and adapt to changing priorities and workloads and to prioritize work and ensure others have the information required to complete or progress with their work.
  • Demonstrated ability to communicate effectively, expressing ideas both orally and in writing. Previous experience in making presentations or training staff is an asset.
  • Demonstrated experience working as a contributing team member, with strong interpersonal skills and ability to build and maintain effective and respectful working relationships.
  • Ability to develop and lead a high performing team, coordinate activities and organize team members. Previous experience in a supervisory role is an asset.

Pay Grade and Salary

The monthly salary range for this position is $5,825 to $7,574 (MCP05). This position will be required to work extended hours, including evenings and weekends, in the lead up to the general election.
