Background

Elections Saskatchewan (ESK) is the province’s nonpartisan election management body and an independent office of the Legislative Assembly of Saskatchewan. ESK directs and supervises the administration of provincial electoral events, including the 2024 provincial election.

Position Summary

Term position to September 2025

Under the general supervision of the Director of Finance, the Accounting Analyst is responsible for assisting with the ongoing financial functions of Elections Saskatchewan such as supporting all financial administration, accounting, financial policy, payroll, budgeting, and corporate audit functions.  The position provides financial and administrative support to the Director of Finance to ensure compliance with policy as well as central agency and legislative requirements.  This position will be instrumental in assisting with finance election planning, accounts payable and reporting functions.  

Key Responsibilities

Under the direction of the Director of Finance:

  • Provides support in managing all financial and accounting functions ensuring that financial functions, controls, and daily accounting procedures comply with general accounting principles, statutory requirements, and established financial policies and practices.
  • Acts as a general point of contact for resolving financial issues such as invoice processing, accounts payable and receivable coding, vendor questions and other payment related inquiries.
  • Provides support to the Director of Finance and Payroll Analyst in reviewing and processing payroll for 10,000 temporary election workers located across the province.
  • Provides general finance support as assigned, including review of candidate election expense returns.

Required Education, Knowledge, Qualifications and Experience

Typically, the knowledge, skills and abilities required for this position are obtained through completion of post-secondary degree, certificate, or diploma in finance or accounting or five plus years of relevant experience.

In addition, the successful candidate will have:

  • Working knowledge of accounting and payroll procedures and systems. Previous experience conducting audit or review engagements is an asset.
  • Demonstrated knowledge and skill in the use of computer programs including in-depth knowledge of word processing, spreadsheet, email, and related office administration software.
  • Experience with government accounting procedures and systems, including MIDAS, a definite asset.
  • Ability to work effectively under deadlines while maintaining a high degree of accuracy.
  • Ability to be flexible and adapt to changing priorities and workloads and to prioritize work and ensure others have the information required to complete or progress with their work.
  • Strong organization and problem-solving skills are required.
  • Demonstrated experience working as a contributing team member, with strong interpersonal skills and ability to build and maintain effective and respectful working relationships.

Compensation

This position will be required to work extended hours, including evenings and weekends, in the lead up to the general election. The monthly salary range for this position is $4,815 to $6,261 (MCP03).

The term for this position will be from the date of hire to September 30, 2025, with the potential for extension or transition to a permanent position.
