Background

Elections Saskatchewan is an independent, non-partisan agency of the Legislative Assembly charged with the mandate of directing and supervising the administrative and financial conduct of provincial electoral events.

The election cycle is a four-year cycle which involves planning (years one and two), organizing (year three) and delivery and implementation (year four) of a general election. During this period the volume and breadth of the workload fluctuates as does the number of staff.

Position Summary

Elections Saskatchewan (ESK) is modernizing how provincial elections are administered in the province. The 2024 Modernization Initiative has been established to manage all modernization work as a single group of related, interdependent, and interconnected projects. Modernization projects include the development and implementation of a new Election Management System (EMS), and developing a solution for using technology, including laptops, at voting locations. ESK is also modernizing how it delivers training to election officials by incorporating self-directed online training delivered though an online learning application.

Under the direction of the Modernization Team, the E-Learning Content Developer will be responsible for the development of online and interactive training content that will be delivered through an online learning application (the Learning Management System) using Adobe Captivate. Working closely with the training team and other critical stakeholders (including Electoral Operations to coordinate training and ensure seamless delivery), this position will methodically review processes and curriculum currently in place and design complementary interactive training content for deployment to the Learning Management System (LMS).

Particular emphasis will be on developing and updating content related to processes impacted by the introduction of technology. Working within stringent timelines, the role will create, implement, test, and enhance comprehensive content that will allow the learner to apply what they have learned within the EMS.

Key Responsibilities

Review and analyze existing training materials for the EMS and materials designed for election officials who are administering voting in the field. Existing materials may include training manuals, end user manuals, participant and instructor guides, presentations, skills assessments, and job aids to understand scope of knowledge that needs to be included in the LMS.

Understand the learning objectives and options for content creation that will support the learner experience while catering to various learning styles. Incorporate adult learning principles, methodology and best practice as it relates to online training applications.

Methodically focus on each concept or training subject and create an intuitive learning path by designing individual E-learning storyboards. Separate tasks and work to turn complex concepts into easily understood pieces of information.

Create supporting visuals for each module. Write scripts, record audio and demonstration videos, and design animations to produce content. Content must be clear, concise and maintain a consistent look and feel across the organization.

Incorporate ways to test learners’ knowledge throughout each module. Develop simulations and assessments to check knowledge transfer. If the standard of knowledge is not met, create a means within the system to present information again and then re-test.

Use existing LMS system analytics to evaluate the training content. Work with stakeholders to improve rates and gather information from learners to understand and mitigate roadblocks for timely completion of modules.

Continually measure and evaluate training metrics within the LMS to determine training effectiveness and the level to which stated training objectives are being met. Improve content and visuals as needed to ensure the learning experience is successful.

Create, maintain, and communicate project plans for assigned LMS deliverables. Determine milestones, accountabilities, resource requirements and any associated risks. Provide updates regularly to stakeholders.

Required Education, Knowledge, Qualifications and Experience

Completion of post-secondary education in Communications, Education, Multimedia Design or a related field supplemented with a minimum of 4 years of experience in Learning or Instructional Design is preferred. Significant related experience without accompanying post-secondary education will also be considered.

Proficiency in the use of computers and experience with Learning Management Systems.

Experience in developing training content using a variety of tools including Adobe Captivate or similar is required.

Previous experience working with adult learners and developing corporate training would be an asset.

Excellent oral and written communications skills and proven visual design skills are essential.

In-depth understanding of how user design impacts learner experience supplemented by prior experience developing user friendly design and creative course layout.

Proven ability to learn quickly and take on challenging or ambiguous new projects with enthusiasm and confidence.

Demonstrated ability to be adaptive in content style and approach. Competency in editing and revising content to meet requirements.

Ability to take initiative and be proactive in identifying and finding solutions for training gaps in content. Demonstrated experience with creative collaboration and innovation.

Well-developed interpersonal skills and the ability to establish and maintain strong and effective working relationships with team members and stakeholders.

Demonstrated project management, problem-solving, attention to detail, process orientation and organizational skills.

It is desirable that the person fulfilling this position have:

  • An aptitude for quickly gaining a working knowledge of Elections Saskatchewan’s legal mandate, organizational structure, administrative policies, systems, and procedures as well as related government operational policies and practices.
  • The ability to adjust to change and expand work hours and an increasing workload during certain phases of the election cycle.

Compensation

This position is classified as an MCP 04. The salary range is $63,540 to $82,620 annually.
